DISTRICT UPRISINGS - STEP 1 (DISTRICTS 1-12)

Generations of oppression by the Capitol lead to uprisings, revolts, and calls for revolution.

DISTRICT UPRISINGS - STEP 1 (DISTRICT 13)

Although its industry is publicly presented as graphite mining, District 13 serves as the Capitol’s center of military armament and nuclear development.

DISTRICT UPRISINGS - STEP 1 (THE CAPITOL)

From the formation of Panem, the Capitol wields total control over the citizenry and resources of the surrounding 13 districts.

DISTRICT UPRISINGS - STEP 2

In a coordinated revolt, District 13 citizens seize control of the military stronghold from its resident Capitol forces.

DISTRICT UPRISINGS - STEP 3 (DISTRICTS 1-12)

Rebel leaders in each district work in coordination with District 13 to launch a war against the Capitol.

When Rebels discover jabberjay mutts have been spying for the Capitol they feed them false information.

As a final effort to end the war, District 13 threatens to release its nuclear weapons on the Capitol.

SECRET ARMISTICE - STEP 1 (DISTRICT 13)
